Julie B. Winn, U.S. Embassy Conakry

Julie B. Winn is a career Foreign Service Officer.  A 2005 graduate of the National War College with a Master’s Degree in National Security Strategy, Ms. Winn served most recently as Office Director for Global and Functional Issues, Bureau of Legislative Affairs in the Department of State.  Prior assignments have included the U.S. Office in Pristina, Kosovo, as well as the U.S. Embassies in Addis Ababa, Port-au-Prince, Bamako and Yaounde.

Prior to joining the Foreign Service, Ms. Winn practiced law in Chicago, Illinois.  She holds a Bachelor of Arts degree in History from Bryn Mawr College in Pennsylvania, and a J.D. from the University of Virginia.
