Hubert Humphrey Fellowship for Mid-Career Study In the United States in the Academic Year (2010-2011)
Program description:
Hubert H. Humphrey Fellowship Program brings accomplished mid-level professionals to the United States for a year of combined academic, non-degree and professional work. Fellows are selected based on potential for leadership and commitment to public service. The program arranged for Humphrey Fellows extends from August or early September to the following June.
Non-degree status:
The Humphrey Fellowship program does not result in the awarding of a degree. While fellows are able to enroll in courses relevant to their professional interests, the Humphrey Program does not allow Fellows to pursue academic study for a U.S. degree. Humphrey Fellows spend a considerable portion of the time engaged in off-campus activities such as internships, field trips, workshops, and special projects that give them practical experience in their professional fields.
Basic requirements:
Guinean citizenship, permanent employment in Guinea, a minimum of five years of professional experience, a university degree, English proficiency. All applicants selected after final evaluation by the Bi-national Selection Committee must take the Test of English as a Foreign Language (TOEFL) and receive a minimum TOEFL score of 550.
The following factors will render your application ineligible to participate in the Humphrey
Program:
• individuals without a university degree
• individuals with less than five years of professional
• university teachers with no management or policy responsibilities, except for teachers of English as a foreign language and specialists in drug abuse prevention and treatment
• individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2009
• individuals who have had more than six months of U.S. experience during the five years prior to August 2009
• individuals with dual U.S. citizenship or U.S. permanent resident status;
Financial provisions:
The Humphrey Fellowship provides tuition and university fees, a monthly maintenance allowance, a book and supplies allowance, round-trip international travel to the host institution, and travel to Washington, D.C. for a workshop. Humphrey Fellowships do not include funds for dependents and Humphrey Fellows should plan to bring personal funds to cover incidental expenses not covered in the grant.
Fields of study of Humphrey fellows:
Resources and environmental management; public policy analysis and public administration; economic development; agricultural development/agricultural economics; finance and banking; human resource management; urban and regional planning; public health policy and management; technology policy and management; educational planning, administration and curriculum development; communications/journalism; drug abuse education, treatment and prevention; HIV/AIDS policy and prevention; nonproliferation; teaching of English as a foreign language; trafficking of persons; and law and human rights.

The deadline for receipt of completed preliminary applications for study in the 2010-2011 academic years at the American Center, Conakry is March 13, 2009.
