This warden message is being issued to alert American citizens that the Department of State has ordered the departure from Guinea of all U.S. Mission eligible family members, i.e., spouses and children, and is urging private U.S. citizens to depart as well.
The recent sustained unrest in Conakry and throughout Guinea has created extremely hazardous conditions. The situation could continue to deteriorate. The Government of Guinea has issued a decree imposing a “state of siege” until February 23. The decree imposes a curfew from 0600 to 1600 and from 2000 to 0600. The implications of the decree are as yet unclear; Embassy will issue additional information as available.
U.S Government personnel will depart Guinea via commercial air, to the extent possible. Private American citizens who wish to depart should do likewise.
We would like to notify Americans, in addition, that we have been informed of the arrival, the afternoon of Tuesday, February 13, of a U.S. government plane carrying a small security team to augment the embassy security staff. Several commercial airlines have canceled flights to and from Guinea in recent days, therefore, the U.S. government plane will offer transport from Conakry to Dakar to eligible family members, i.e., spouses and children, of U.S. Mission employees and approximately 25 private U.S. citizens. The plane is not/not an evacuation charter.
After eligible family members of U.S. Mission personnel, priority for the remaining 25 or so seats will be given to:
1. Americans not ordinarily resident in Guinea
2. Americans with pending non-emergent medical needs
3. American senior citizens
Seats will be offered to the above defined priority Americans on a first come, first served basis. We regret the U.S. government aircraft can not accommodate passengers who are not citizens of the United States, or unaccompanied U.S. citizens younger than 16. The fee for this service has not yet been determined, and must be secured by promissory note issued by a U.S. consular officer before travel. All travelers must possess valid U.S. passports.
All private American citizens wishing to travel must/must contact consular officer Yolonda Kerney in order to secure a place on the aircraft’s manifest. The plane is not/not an evacuation charter. Do not/not travel to the airport unless you receive the consular officer’s confirmation of your place on the aircraft. The consular officer may be reached at:
